C:\Users\YQLabs\apache-ant-1.9.4\bin;
Make sure you have added a new system variable ANT_HOME: C:\Users\YQLabs\apache-ant-1.9.4 (e.g)
and in the 'Path' you have to add bin directory location. (Viru has already mentioned the same in his reply)
Once you are done with it, restart your system.
And then run this command, cordova -d platform add android under kapsel project location
You should get screen like below:
