Hardware configuration is good.
I was trying to understand that how many users were accessing the system when Tomcat goes into Stopping status.
Additionally, check memory usage of tomcat.exe process in task manager when the issue occurs. If the memory usage is close to total Maximum Heap Size allocated to Tomcat then you need to increase the heap size.
As per SAP KBA: 1971837, in Tomcat's Java options, there's a flag CMSPermGenSweepingEnabled which is not a supported parameter by SAPJVM. Remove CMSPermGenSweepingEnabled if it is and restart Tomcat.
Also, log information you have provided is insufficient to provide you cause of the issue. Please share complete logs.
