Setup a quality inspection after return delivery from consignment pick up - you can create a new quality inspection type Z11 (10 is the SAP standard inspection type for Inspection during outbound delivery) and assign it to the material. After the usage decision is done , you can setup a quality notification to automatically move the stock into blocked stock.
